The two main resources for this type of information are the U.S. Census Bureau's Building Permits Survey which focuses on privately-owned residential construction. Survey responses are voluntary, but data is available monthly, year-to-date, and annually and sometimes down to metropolitan area, county or place levels. The other major resources is the U.S. Department of Housing and Urban Development's (HUD's)  SOCDS Building Permits Database, which can give permits data down to the county level.
